The rural poor have experienced much discrimination, even compared with the urban poor, in access to such basic services as water, health, sanitation, and education. The poor in more remote and sparsely populated areas, and disenfranchised groups such as women and indigenous people, are especially deprived of these services. These various dimensions of poverty are highlighted in the strategies proposed in this report, and special attention is given to their diverse circumstances in the discussion of agricultural megasystems in chapter 5.

In lowincome countries, broad-based growth in agricultural productivity is one of the most effective ways of reducing poverty because it increases the incomes of small-scale farmers; raises the wages earned by landless laborers; and improves the availability, quality, and accessibility of food. Rapid increases in agricultural productivity in areas benefiting from the green revolution, for example, were accompanied by sharp increases in the incomes of poor households. 1). Aside from these direct benefits, increased agricultural productivity also brings strong indirect benefits to the poor by reducing food prices and creating jobs.
